Preheat oven to 350F.
Line a rimmed baking sheet with aluminum foil.
Mix all the dry ingredients in a bowl.
Rub the roast with the mix, and cover it as much as possible.
Place a large cast iron skillet on med-high heat,
After 1 minute, add the oil.
Once the oil is hot (shimmering), sear the beef on all sides, approx 3-4 minutes per side.
Transfer the meat to the baking sheet, place on the middle rack, for 65-85 minutes (25-35 mins per pound), until a thermometer in the middle shows 145F.
Remove from oven and let rest for 10 minutes before slicing and serving.
